There are cultures that practice severe punishment for crimes committed. My father-in-law worked in Saudi Arabia for three years. His stories of punishment are scary. He said you could walk downtown and find trays and carts filled with gold jewelry sitting outside of the shops unattended. Then he went on to say he watched (during a Friday evening event) a man loose his hand in the town square for stealing. He watched a married woman have her head removed (in public) for having sex with another man. Men, woman, and children, whipped, beaten, and pummeled with rocks for committing various crimes.
Yes, there is very little crime in Saudi Arabia.
