Does it really much matter which came first?
A society makes the rules for those that exist within that society. Those that don't or can't abide by the rules must suffer banishment or punishment.
I couldn't care less about 'this couple'. They were adults who made an adult decision no different from if they had decided to rob a bank.
Sterilize them and imprison them. They should not be allowed to repeat their criminal act.
