Having lived in the Southwest, and seen a few playas, I can personally vouch that they become very hard and concrete-like when they dry out for long periods. I have seen Geology students resort to using rock hammers to take samples, and they're pretty hard. They often acquire a fine surface layer of very fine silt, composed of very smooth, wind-worn dust, and they definitely qualify for "slippery when wet" warnings. I'm not sure it is the answer. But I think it has potential.
