I am speaking of a sideways component to the velocity. If the apple is falling straight downward, then there is no "sideways" (tangential is the better word) component to its velocity. If you throw the apple sideways, then its motion will have a sideways component, but, unless you have a rocket launcher for a pitching arm, the sideways component will not be enough to create a countermotion to the centripetal drop.
