It seems to me that to exist something needs to live just long enough to reproduce itself. To achieve that end countless of millions of different combinations are tried and millions succeed and continue to add new methods of survival and reproduction. How would we be expected to know all the hidden secrets of such an organism. Even before it had left the single cell stage. We have often mistaken why animals have certain horns and the like only to discover they needed them to survive, it was our lack of understanding. There could be any number of reasons why jaws might be useful even if never used. Defence is one. Often a weapon of defence is never used in the normal course of feeding.
