Sounds like a trick question if we have to be able to transmit a signal to every point in the universe and at the same time We're not talking about transmitting from any point on the plante to any other.
My initial reaction was 5. Start with 2 orbiting on opposite sides to cover everything except a band. Now add 3 to cover the band. But once we throw in the idea that this isn’t a planetary problem but rather just trying to get a signal away from the planet into some universe that doesn’t include the planet, then the answer is 1 in geosynchronous orbit within view of the transmitter.
