To answer your question as I see it ... the following.
1. A degree in the field (or equivalent time as an apprentice to someone that has one)
2. Actively performing research in the field
3. Publishing results in peer reviewed journals
4. Having a well rounded knowledge of the current state of the art based on the peer reviewed literature
5. All work based on the scientific method
6. All work journaled
7. All work repeatable by others
