I saw a story about this on TV last night. Airbus has just had its first test flight of a HAPS. Record-breaking first civil flight for the Airbus Zephyr The air craft is a very light solar powered drone that can fly at 65,000 feet (19.8 kM). It can be flown remotely or can be automated. It is expected to have an extended flight time, since it is solar powered. One major use could be as a cell tower in the sky. A HAPS circling over head could bring cell service to mountainous areas or other areas where communications are difficult. It could of course also be used for surface observation at resolutions that are much better than can be obtained from satellites.

This is not a new idea, but this is the first I have heard of that is being implemented.
