I think I would be right in saying that it is not time that is being manipulated, but the flow of information. Facinating stuff. I think the parting shot in the first link is significant:

“There may be good uses of this technology, Gaeta said, but "for some reason people are more interested in the more illicit applications."”

Yes, definitely no time warping in that, but another very clever way to manipilate photons with a view (pun frown ) to deceive.
