Can this be true?
It is undoubtedly true.

And it is equally true that little or nothing will be done about it. After all you never know when some scissor wielding terrorist will invade our shores disguised as a dying porpoise.
America is not going to reduce its military readiness because of animal life. It's in a massive arms race, granted only with it's self at the moment but still, if America is spending more than the other top 5 or top ten countries put together it can't let anyone get a foot hold.

I could start a seperate debate about this.
America is, at this point, generating the vast majority of its own problems. Take an attitude with the rest of the planet's inhabitants that you are better and need not abide by the same rules ... and you have assembly-line manufacturing of people who think otherwise.
