1) If your neighbor periodically slits her wrists and gets carted off to the ER at huge public expense, the rational and expedient solution is to let her bleed to death of her own hand. Do nothing. Any other course of action is real world stupid - Flushing good money down a toilet and encouraging others to make a career out of crying "VICTIM!"

2) It isn't India's fault! There has never been a monsoon before - except for the past 5000 recorded years. They prayed and made offerings to their gods. Now, they are begging. What else would you have them do?

3) Do you think FEMA is anything other than flushing good money down a toilet? If FEMA comes to town all the local lawyers get rich (admittedly many years down the road).

In his book "State-Building" Frances Fukuyama explains a conundrum with some kinds of foreign assistance.

Granted that we are going to provide aid, we can either give aid to the local government institutions or we can provide the aid directly.

Giving aid to the local institutions usually leads to gross corruption. It's very common for the aid to vanish before it gets to the people who most need it. Therefore the developed countries often want to distribute the aid themselves. This is usually far more likely to produce the expected results. However, when they do this they allow the institutions of the local institution to atrophy - often permanently so. So that in some places, after several decades of this kind of aid, the institutions in the local governments actually have far less "capacity" than they did to begin with.

This is not exactly an example of the "teach a man to fish" lesson, but it seems roughly analogous. Perhaps they are both subsumed by some larger paradigm.

I'm not sure what your point is, laxmikant, but India at least has a functioning government. There are "nations" with much smaller populations that are vastly worse off.
