Yes, Electroactive Polymers. They are still under development, probably work similar to Barium Titanate, a ceramic used in piezo flat speakers.

Its unlikely the girl would have won against the Robot Arm, had they used a larger arm with a bigger dollop of the goo inside it.

Electroviscous fluids are another similar catagory in the Electroactive fluid field. Simple mixtures of Starch in Oil, or Silica Gel in oil, will become almost solid, when a Hi-voltage DC is allowed to flow thru them.
