What do you mean by practical?-- I think it will be an impractical sundial!

I also think it's hideous, but who knows, maybe it is a practical solution for an expanding population by going UP, and there seems to have been some consideration as to the impact of its inhabitants on water consumption at least (though the question of where they will put their cars is another story).
