I think his main contention is that other intellectual life that is extraterrestrial in origin that people may witness with UFO's (unidintified flying objects or alien craft) is another aspect of God's creation since God created everything in the Universe.
It's easily conceivable that plant and animal life could exist on other inhabitable planets since the Universe is so vast with many galaxies so intellectual life, more advanced civilizations then our own could also exist. Perhaps have a better way to travel the cosmos since their understanding of physics and space travel is far better.
